What Mill-and-Overlay Does

Mill-and-overlay is one of the most common pavement rehabilitation methods used on roadways across the country. The process removes the top layer of deteriorated asphalt through cold milling, then places new asphalt over the prepared surface.

When the right conditions are in place, mill-and-overlay is a cost-effective way to restore ride quality, improve surface drainage, and extend the useful life of an existing road. It works well when surface distress is the primary issue: rutting, cracking, and rough texture that stems from the wearing course rather than the structural layers beneath it.

What Full-Depth Reclamation Does

Full-depth reclamation (FDR) takes a fundamentally different approach. Rather than treating the surface, FDR pulverizes the full depth of the existing asphalt pavement and a portion of the underlying base material, then stabilizes that material in place before a new surface is applied.

The result is an engineered base built from the existing road, which reduces the need to import new aggregate and eliminates haul-off costs associated with removing old material. FDR addresses structural failure at its source, which is why it is the appropriate choice when the underlying base has deteriorated, when widespread base failures are present, or when a road has reached the point where surface treatment alone cannot significantly extend its life.

FDR is also well-suited for rural and lower-volume roadways where the full structural cross-section has degraded, but full reconstruction is not yet warranted or budgeted.

How to Tell Which Approach a Road Needs

The condition of the base is the deciding factor. Surface-level indicators, including alligator cracking, potholes, and rutting patterns, can point toward base problems, but a proper pavement assessment provides the clearest picture.

Pavement Condition Index (PCI) ratings give engineers and owners a structured framework for evaluating distress. Roads with higher PCI scores and isolated surface deterioration are typically good candidates for mill-and-overlay. Roads with lower scores, widespread structural distress, or visible signs of base failure are more likely to require full-depth reclamation or reconstruction.

Budget is a factor, but it should be considered alongside expected service life. A mill-and-overlay on a road with a compromised base may cost less upfront, but will require follow-up intervention sooner. A full-depth reclamation that addresses structural failure at the source can reset the pavement life cycle and deliver longer-term value for the investment.
